When Charles N. White founded White Construction Company in 1971, he understood that the best way to achieve his clients’ goals was by sharing their vision of success, not just in the terms of the final product, but at every single stage of the process.

Today we continue to build upon our reputation as a reliable, trustworthy construction partner capable of delivering even the most complex projects on time and within budget. Although our company has grown in size and stature, we remain a family business offering principal involvement on every project. From healthcare facilities to corporate headquarters, retail centers to courthouses, we approach every project with remarkable attention to detail and a passion for excellence.

White Construction Company is licensed in 18 states and headquartered in Austin, Texas and Ridgeland, Mississippi.

Safety

For White Construction, safety is our number one priority. We actively manage hazard awareness and avoidance on our jobsites to prevent accidents.

Procedures: The first step in preventing accidents is to develop a comprehensive project-specific safety plan addressing human factors related to complacency and ignorance, physical hazards inherent to construction in general, and known project-specific hazards.
Education: All White Construction supervisors must complete the OSHA 30-Hour Construction Outreach training course. All onsite workers receive safety orientation as well as weekly safety training focused on current and upcoming hazards.
Motivation: Jobsite supervisors make frequent jobsite safety assessments that provide feedback to employees. Rewards are given for exceptional performance. Corrective feedback is given when violations occur. When workers understand the rules yet are unwilling to comply with them, they will be removed from the project.

    Leading with integrity and a strong work ethic was instilled into Neel White at an early age as he worked at his father’s construction company. Neel continues that legacy today as Chairman of White Construction Company, where he thrives on building relationships with clients, subcontractors, and employees. Neel says, “Our employees are the best and brightest in the industry.” With 36 years of construction expertise, Neel leads in the company’s financial planning and collaborates with the management team in setting strategic directions. When asked, Neel will tell you one of his many favorite past projects was the restoration of the Texas Governor’s Mansion. For those who know Neel, it is easy to see why WCC continues to maintain its leadership position in the industry by embracing the principles of honesty, fairness, and excellence.

    “Doing repeat business with good clients has been the highlight of my time at White Construction,” says Guy White. After graduating from Ole Miss, Guy worked two years in commercial real estate before joining the family business, working his way up the construction ladder from the field to estimating, project management, and business development. Although his projects have taken him all over the southeastern U.S. providing him with valuable experiences, it is client and employee relationships that have been the most rewarding. “A satisfied client that asks us back to do another project is what I enjoy most,” Guy admits. When he is not working to build strong relationships with clients and staff, Guy enjoys spending time with his family, hunting, and attending Ole Miss sporting events.

    Continuing in a long line of family builders dating back to his great-grandfather, Steve Burch takes pride in building a culture of respect, hard work, and solid communications at White Construction Company (WCC). As a group commander for the Corps of Cadets at Texas A&M University, Steve gained essential leadership training that has served him well as WCC’s President and COO.  Although he is a master at streamlining processes, Steve enjoys the “people” side of his job most. “I love my job and I love all the people I work with,” says Steve. He takes great pride in helping others grow and learn to lead in a team environment. When he’s not improving company processes, Steve can be found hunting, fishing, snow skiing, building projects, and spending time with family.

    For almost three decades, David Holliman has served White Construction Company as a member of the executive team and by managing the accounting department. His responsibilities include financial reporting and analysis, taxation planning and compliance, budgeting and forecasting, surety issues, banking relationships, subcontractor prequalification, commercial insurance issues, human resources and employee benefits, and treasury functions. Before joining WCC, David spent a decade in accounting for a national bank.  David and his wife, Darlene, are proud parents and grandparents to four children and three grandchildren.

    With more than 40 years working in the construction industry, “Experience” really is Ken Harrison’s middle name. His degree in Environmental Design (Architecture) from Texas A&M University, coupled with his encyclopedic knowledge of construction, has served Ken well on various projects. His work on Dell Children’s Medical Center of Central Texas was one of his more memorable projects. Ken started developing the project budget with a 1,900-page program manual and four letter-sized plans; his final budget hit the target three years later. Ken is detail-oriented and highly proficient at all estimating stages, working closely with clients and project teams for the ultimate success of every project.

    Bob Higgins believes he learned from the best. For nearly four decades, he has been involved in the construction industry. First as a student, Bob then worked as a project engineer, superintendent, estimator, and project manager. His projects range from wastewater treatment plants to downtown office buildings and metropolitan museums. Bob’s knowledge combined with a wide variety of project experience has made him an integral part of the White Construction Company team. Focusing on preconstruction services, budgeting and preliminary schedules, Bob assures “we are always trying to give customers the best advice from the most highly qualified people.” When not on the job, Bob likes to collect memories, being outdoors, and enjoying friends and family.

    “There is nothing more valuable than trust. Because I can trust in the people I work with and with empowerment from Neel White and Guy White to do what’s right, I really believe in the job I get to do,” says Tracy Bailey. After earning an A.D. from Copiah-Lincoln Community College and a B.S. degree from Mississippi State University, he has 30 years of professional experience in the construction industry. Tracy is a team builder who believes that the best way to achieve his clients’ goals is to gain a thorough understanding of their wants and needs at every stage of the process with attention to detail and a passion for excellence. “I love working with clients, listening to their dreams, and telling them the WCC story” Tracy says. When away from work, he likes to spend time with family, biking and long walks on the beach with Susan, his wife of 34 years.

    Following in his father’s footsteps, Rob Baugher attended Texas A&M University and received his Bachelor of Science degree in Building Construction.  Rob began his journey at White Construction twenty years ago as a Field Engineer.  He advanced quickly to Project Manager and has continued his path to his current position as Vice President. Having twenty-five years of diverse construction experience with the proven ability to oversee and manage day-to-day operations on complex construction projects, Rob uses his technical, analytical and organizational aptitude to gain the respect of owners, design teams, subcontractors and co-workers.  “I have always been fully committed to providing the highest level of quality and customer service to every client,” says Rob.  Since achieving his designation as a LEED Accredited Professional in 2008, Rob finds great satisfaction with being involved in sustainable construction projects.  Outside of work, Rob enjoys golfing, boating and spending time with his family.

    “My main goal is to demonstrate integrity, honesty, and embracing new ways of thinking,” says Bill Farnum, White Construction Company’s Vice President of Preconstruction Services. His ability to connect with clients and assist through the beginning stages of a project is instrumental to later success. With four decades of experience in the industry, from laydown operator on a highway crew to field supervision and overall project management, Bill is well-versed in how to effectively relate to clients. As a former Army Captain and Vietnam veteran, Bill understands the value of hard work, teamwork and transparency. When not on the job, you may find him on the golf course, at the drawing board, or spending time with his grandchildren.

    Focused, exacting and unrelenting, David Frame has grown with White Construction Company from a Project Engineer in 1991 through Senior Project Manager for our most exquisite and complex projects. Now as Vice President, David focuses his talents on oversight of faith-based and high end residential construction.     Tom Howard has viewed the construction industry from several different places around the globe – Saudi Arabia, Dallas, and now Austin. However, it was his work on Baylor University’s landmark Sciences Building, the Dallas Area Rapid Transit Authority rail system, and  Dell Children’s Medical Center of Central Texas where he sharpened his construction skills in management, scheduling, leadership, communications, and problem solving. “What makes White Construction Company (WCC) special is its culture and its people,” says Tom. He is one of nearly twenty LEED® Accredited Professional staff members at WCC . Joining  the firm in 2004, Tom enjoys helping project personnel with their challenges and issues. If you cannot find Tom in the office, you may find him on the bike trail, the lake, or spending time with his family.

    Chad Pippin may have lived in a half dozen cities during his childhood, but construction was his constant. A strong family history aided Chad’s hopes of working in construction. “Construction was a dream set forth by my grandfather,” says Chad. “It’s an honor to continue that tradition.” Chad earned a college degree in construction and has remained in the business for more than 30 years. A career that first began as a carpenter’s helper led to various companies and various roles. Eventually, his experiences as a superintendent, project manager, and operations manager led to his current role as vice president for White Construction Company. In his spare time, Chad enjoys horseback riding and fishing.

    Having a passion for electronics and technology growing up, Gary Jones began installing cutting edge technology for a communication company while in high school. After graduating with a degree in Information Technology from Pretoria Technikon in South Africa and working several years in South Africa’s technology and communication industry, Gary immigrated to the United States in 1998 where he made Austin, Texas his new home and became the main technology advisor to an information technology consulting firm. Realizing he was not tapping into his full potential and with interests in architecture and construction, Gary joined White Construction Company in 2004. As Executive Director of Information Technology, Gary works closely with the COO focusing on improving systems, deploying current technologies, and improving employees’ use of technology through education programs. “Being passionate at what you do while getting immense satisfaction in helping people describes my formula for success,” says Gary. Away from the office, he can be found training and competing in Ironman events, ultra-marathons, and golf tournaments.

    John Brattlof has broad experience in construction safety and risk management. He has managed safety programs for large commercial and industrial projects, specialty contractors and corporate systems. John has been involved with $300 million-plus industrial projects as Safety Manager and as OCIP contractor administrator.  John’s prior safety work supervising specialty contractors has given him an in-depth knowledge of subcontractors, enabling him to manage safety from all points of view. Furthermore, his understanding of construction worker psychology helps White Construction avoid the negative effects of accidents and injuries while maintaining a high level of production. Because of John’s aggressive and innovative leadership, White Construction has been awarded numerous local and national safety awards, including a National Safety Excellence Award by the National Associated Builders and Contractors.

Having had an active presence in Houston since 1987, AJ knows the competitive Houston market. This experience has allowed him to step smoothly into the role of Director of Preconstruction Services for White Construction Company’s Houston operations. His business approach of providing ‘Best Value’ to the Client fits well with White Construction’s philosophy and product delivery methodology. AJ is a registered professional engineer in several states, a member of AIA and is a LEED® Accredited Professional.

General Contracting

For more than forty years, White Construction has demonstrated expertise in traditional General Contracting, or Design-Bid-Build,  where one phase is completed before beginning the next phase.

We have many repeat clients because we build efficiently and economically while focusing on quality and safety. Our clients are confident in our knowledge of the marketplace, mastery in estimating, detailed scheduling, and accurate bid package preparation. As a result, they keep coming back, project after project. 

Construction Management

White Construction is committed to client satisfaction. We focus on building strategic partnerships and collaborative solutions for all of our projects. 

Owners select White Construction as construction manager based on our project experience, staff qualifications, and track record of performance. Using this project delivery method, the owner contracts separately with a designer and a construction manager. Design and construction phases overlap, allowing us to provide significant input into a project's constructability, scheduling, and costs before the design is completed. The owner controls the project while our team of construction professionals handles the day-to-day construction issues and keeps the project on track. We provide these services either as an agent, where our client holds all the trade contracts, or on an at-risk basis, where we are responsible for all the trade contracts. Committing to a Guaranteed Maximum Price (GMP) helps to reduce client risk by assuring the project will be built for no more than the contract amount.

Design-Build

White Construction is a leader in design-build project delivery by providing single-source responsibility, integrated design, construction planning, and accelerated schedules with open communications and teamwork.

Since construction in the design-build project delivery method runs concurrently with the design process, projects can be completed more quickly than with traditional linear methods. As drawings are developed, we serve as a single point of contact to the client, working with the designers to define functional requirements, refine the budget, and streamline the schedule. Our ability to identify long-lead items, orgnanize smart bid packages, and prepare detailed construction schedules yields positive results, reducing change orders and potentially saving clients months of time and millions in design and construction costs.

Preconstruction Services

A successful project is the result of meticulous preconstruction planning and ongoing collaboration among all parties.

We attend every design meeting and listen with a practiced ear, making certain all objectives are clearly understood and correctly communicated to every member of the construction team. Early involvement is the key to a successful, smoothly running project; at White Construction, on-time and in-budget begins from day one.

Building Information Modeling (BIM)

Building Information Modeling (BIM) is a multi-dimensional digital representation of physical and functional characteristics of buildings and systems. BIM is a relatively young technology and is having a dynamic influence upon the construction industry.  With 40+ years of construction experience, we know that no two projects are the same. LEED/Sustainable Solutions

White Construction is a member of the U.S. Green Building Council with nineteen LEED Accredited Professionals currently on staff.

Optimizing energy usage is a primary concern for many of our projects. LEED design methods require an integrated approach involving all team members early in the process to produce the most efficient, energy-saving design possible.

White Construction also participates in the Austin Energy Green Building (AEGB) program, the first commercial green building program with a rating system that has served as a model for other green rating systems nationwide. Many of our projects in Central Texas are AEGB-rated buildings.

One of our first LEED projects was Dell Children’s Medical Center of Central Texas. It became the world’s first hospital to achieve LEED Platinum certification. A major LEED initiative was to reduce cement content in concrete by replacing cement with fly ash. Our schedule required a three-day cycle time on formwork. We worked with the concrete supplier to reduce cement content while achieving high early-strength levels without losing time on the schedule.

For the US Courthouse in Austin, LEED Silver certification was a project goal. Submittals for all materials included LEED-required information from the start. Our quality control program ensured that materials delivered matched approved submittals. Construction waste was sorted offsite with 91.5% being recycled. Air filtration was regularly monitored with frequent changes to filtration media. Our program also monitored the onsite use of materials to assure they met stringent volatile organic compound requirements.
